Translation:

When brightest light Selûne doth shine 

Ye must summit Arda's highest peak

Then shurely this blade, blessed again, be thine

"The greatest spellweaver of our days, Shraevyn, traveled far from the Dalelands to a place where metal stars once fell. 

There exist rumors that he needed the aid of a great silver wyrm to forge the blade. I could not find any first or secondhand accounts of this. 

To fight the looming threat of the great fiends, Shraevyn is said to have imbued a blade with the power to channel Mystra's weave. The oracle Elden Corrinthal wrote that only a chosen few pureblooded elves can wield this weapon."
